Atlanta is not disconnected from other city elections. City elections are typically in odd years with most cities having four year terms. The city elected officials serve on staggered terms. So in 2007 in many places, half the council seats are on the ballot. In 2009, in most places, the other half of the seats will be on the ballot. In some cities, the Mayoral race will be in 2007 and in some in 2009.
